When a Tunisian applicant thinks "study in French in Canada", they think Montréal. It is an understandable reflex, and a missed opportunity. Francophone and bilingual institutions exist in Ontario, New Brunswick, Manitoba and Alberta, in communities that are actively seeking francophones.
Why these provinces want you
The demographic weight of francophone communities outside Québec has been declining for decades. The federal government and the provinces concerned have therefore put in place deliberate policies to attract francophone immigrants: numerical targets, dedicated invitation rounds, provincial programs with specific francophone streams.
- Ontario: Université de l’Ontario français, University of Ottawa and Collège La Cité, at the heart of the country’s largest job market.
- New Brunswick: the only officially bilingual province, with the Université de Moncton and a genuine labour shortage.
- Manitoba: Université de Saint-Boniface, in a historic francophone community with one of the lowest costs of living.
- Alberta: Campus Saint-Jean in Edmonton, within an economy that is hiring strongly.
The advantage continues after graduation
Studying in French outside Québec then places you in the francophone category of Express Entry, with its dedicated rounds and more accessible cut-offs. You then combine three assets: a Canadian degree, Canadian work experience and francophone-outside-Québec status. Few profiles are better positioned.
The point to weigh honestly before leaving: living in French in Winnipeg or Edmonton demands real adaptability. The francophone community there is solid but in the minority, and English remains indispensable in daily professional life. That is not an obstacle, but it should be a conscious choice rather than a discovery on arrival.
